Bilingual Education and Early Childhood
Educators are presently engaged in testing the hypothesis that under favorable conditions bilingual-bicultural schooling will improve the education of both bilinguals and monolingual Anglo children and at the same time will contribute to a healthier society.
This research focuses on synthesizing concepts and needs for the development of teachers' competencies and studying the performance in accordance with the development model of competencies for teachers of the Early Childhood Development Center with application of empowerment evaluation.

Discusses what is known about Head Start and similar early childhood education programs: what they try to do; the extent to which they work; what can be said about their optimal timing, targeting,
and content; and the circumstances in which the benefits of providing these programs-ranging from gains to the children to the value of child care provided to the parents-are likely to outweigh the costs.
