110 ILCS 28/ (2021): Early Childhood Access Consortium for Equity Act. Sec. 20 (c)(1) provides for creation of an open educational resources library if deemed beneficial and feasible.
20 ILCS 4101/ (2021): College Course Materials Affordability and Equitable Access Collaborative Study Act. Established a 23-member task
force directed to conduct the Illinois College Course Materials Affordability and Equitable Access Collaborative Study.
SB0250 (2023): Includes $3 million in 2024 appropriations for grants to academic libraries for Open Education Resources.
In 2021 the Fund for the Improvement of Postsecondary Education (FIPSE) and The U.S. Department of Education awarded the University of Illinois System and the Consortium of Academic and Research Libraries in Illinois (CARLI) a $1.08 million grant through the Open Textbooks Pilot program for Illinois SCOERs (Support for Creation of Open Educational Resources). An additional $1 million was awarded in 2022 from FIPSE and the Open Textbooks Pilot grant.
The grant funding is being dispersed in three rounds to create open textbooks and ancillary materials. Round One grants focus on materials that relate thematically to “The Human Condition: Care, Development, and Lifespan” and Rounds Two and Three focus on high-demand, entry-level courses in any area. This is an opportunity for the academic library to coordinate the development of open education resources (OER) within our institution. This grant opportunity provides for the development of textbooks and ancillaries as open educational resources to ultimately reduce students’ costs and encourage student success. The open license allows faculty to adapt the materials to meet local needs. The deadline to submit a grant application package is Monday, April 1, 2024.
